- In a large bowl, combine the ground beef, onions, bell peppers, cilantro, parsley, garlic, salt, black pepper, cayenne pepper, paprika, and tomato paste. Mix well to combine all ingredients.
- In a small bowl, beat the egg and milk together. Add the egg mixture to the meat mixture and mix well.
- Add the breadcrumbs to the meat mixture and mix well. Let the mixture rest for 10 minutes to allow the breadcrumbs to absorb moisture.
- Form the meat mixture into round, flat patties about 3 inches in diameter and 1/2 inch thick.
- Heat vegetable oil in a large skillet over medium-high heat. Add the meat patties and cook for 3-4 minutes on each side or until golden brown and crispy.
- Remove the patties from the skillet and place them on a paper towel-lined plate to remove excess oil.
